Authorizes the State Department of Education to receive, expend, and use contributions, donations, gifts, bequests, financial assistance, property, equipment, materials, or manpower from public or private sources.

Requires donations to comply with donor-specified conditions unless those conditions conflict with state law.

Allows the State Department of Education to carry over all remaining donations and their value to the next fiscal year without affecting the department's budgetary appropriations.

Effective July 1, 2020.
