Authorizes the Mississippi Board of Mental Health to sell state-owned real property that formerly housed the Old Friendship Center in Meridian, Lauderdale County (Lots 1-4 in Block 8, Section 13, Township 6, Range 15).

Requires the property to be sold for not less than fair market value determined by the average of at least two appraisals by certified appraisers, with one selected by the Department of Finance and Administration.

Directs all proceeds from the sale to be deposited into a special fund for the benefit of East Central State Hospital, with unexpended amounts and interest remaining in the fund at fiscal year-end rather than lapsing to the General Fund.

Authorizes the Tallahatchie County Board of Supervisors to reconvey a 1.10-acre parcel back to the original grantor (B&S Planting Company, Inc.) that was conveyed to the county in 2009 for $10.

Effective July 1, 2020.
