Amends Mississippi Code Section 27-65-17 to establish a 2% sales tax rate for utility terrain vehicles, also known as side-by-side vehicles.

Defines utility terrain vehicles and side-by-side vehicles as any vehicle meeting either the ANSI/OPEI B71.9-2016 standard for multipurpose off-highway utility vehicles or the ANSI/ROHVA 1-2016 standard for recreational off-highway vehicles.

Reduces the standard 7% sales tax rate to 2% for these vehicle sales, providing a significant tax benefit compared to the 3% rate applied to most automobiles and trucks.

Takes effect July 1, 2020.
