Increases the authorized bonded indebtedness for the Concourse Workforce Training Center in Batesville, Mississippi from $2,000,000 to $3,000,000.

Amends Section 5 of Senate Bill No. 3065 (Chapter 454, Laws of 2019) to raise the ceiling on general obligation bonds that can be issued for repair, renovation, and improvements to buildings and related facilities.

Establishes that bonds can be issued up to the new $3,000,000 limit, with no bonds issued after July 1, 2023.

Bonds issued remain general obligations of the State of Mississippi backed by the full faith and credit of the state, with proceeds deposited into a special "2019 Concourse Workforce Training Center" fund managed by the State Treasurer.

Takes effect upon passage.
