Reenacts and continues the State Board of Barber Examiners with five members appointed by the Governor from Mississippi's four congressional districts and one at-large member.

Board members must be practical barbers with at least five years of barbering experience in Mississippi and good moral character; members connected with barbering schools are prohibited from administering examinations as of July 1, 2002, and from any school connection as of July 1, 2004.

Establishes fees for barber examinations (not more than $55), certificates (not more than $45-$150), and renewals (not more than $45-$50, reduced to $30 for applicants 65+ and free for those 72+); sets shop license fees at $15 per chair.

Requires registered barbers to complete 1,500 hours at an approved school; barber instructors must complete 600-1,000 additional hours depending on experience and submit proof of 12 hours continuing education annually.

Extends the automatic repealer date for the State Board of Barber Examiners from July 1, 2020 to July 1, 2025.
