Requires local governments near 13 specified Mississippi military installations to transmit land use plans, plan amendments, and development proposals to the relevant military commanding officer for review and comment.

Allows military commanding officers to provide advisory comments on proposed developments based on Air Installation Compatible Use Zone (AICUZ) standards, noise management programs, Joint Land Use Studies, and potential impacts to military mission.

Mandates local governments consider military installation comments regarding strategic mission, public safety, and economic vitality while respecting private property rights; requires forwarding comprehensive plan amendment comments to the Mississippi Development Authority.

Requires a military installation representative to serve as an ex officio nonvoting member of county or local government land planning and zoning boards to facilitate information exchange and encourage compatible land use.
