Reenacts 42 Mississippi Code sections authorizing the State Board of Health to assess fees for health services, licenses, registrations, and permits.

Extends the authority for the State Board of Health to increase fees up to 15% not more than twice between July 1, 2016 and June 30, 2020, removing the sunset provision that would have repealed these fee authorities.

Applies fee increase restrictions under Section 41-3-65 to multiple service areas including water systems, food establishments, ambulance services, child care facilities, tattoo registration, and various medical professional licenses.

Amends Section 41-58-3 to change the Medical Radiation Advisory Council from nine to ten members.

Takes effect July 1, 2020.
