• Establishes a judicial procedure for community owners or landowners to petition courts for the sale of abandoned manufactured or mobile homes and associated personal property that have been unoccupied for at least 60 consecutive days.

• Requires the complaining party to provide 30 days' written notice of abandonment to the owner before filing a court complaint and to include detailed information about the home, its condition, estimated value, personal property inventory, and known liens in the complaint.

• Authorizes the court to appoint a commissioner to manage the public sale process, including advertising through newspaper publication for three weeks and posting at the courthouse, with the sheriff conducting the actual sale to the highest bidder.

• Establishes the order of disbursement of sale proceeds: sheriff's fees, back taxes and liens, creditor liens by priority, community owner or landowner debt and costs, and remaining funds to the owner or to the state treasurer if the owner was not properly served.

• Provides good faith protection from liability claims against the community owner or landowner for wrongful sale if they conducted the proceeding in good faith and properly served all interested parties by publication.
