Establishes the Community Schools Planning and Implementation Grant Fund in the State Treasury, funded through legislative appropriations, interest, donations, and other sources.

Defines "community school" as a public elementary or secondary school providing integrated student supports (medical, dental, mental health services), expanded learning opportunities (before/after-school and summer programs), family and community engagement, and collaborative leadership structures.

Awards maximum grants of $75,000 for one-year planning grants, up to $250,000 annually for three-year implementation grants, and $50,000 annually for up to three years in sustainability grants for schools demonstrating success.

Requires eligible schools to employ a community school director, establish leadership teams, implement at least two integrated student support services and two family engagement strategies, and coordinate these efforts without duplicating existing programs.

Takes effect July 1, 2020; grant distribution is contingent on legislative funding and proportionally reduced if insufficient funds exist for all eligible applicants.
