Allows an adopted person to obtain a certified copy of their original birth certificate marked "cancelled and revised" if at least 18 years have passed since the revised birth certificate was issued.

Modifies Section 93-17-21 of Mississippi Code to add a new subsection (3) establishing the 18-year eligibility requirement for adoptees to access their original birth certificates.

Updates Section 93-17-205 to clarify that birth parent affidavits prohibiting disclosure do not prevent adoptees from obtaining their original birth certificate under the new 18-year rule.

Takes effect July 1, 2020.
