Allows state or municipal prosecution to appeal certain adverse rulings in county court criminal cases, in addition to circuit court cases.

Permits interlocutory appeal of trial court rulings that would prevent introducing evidence for an element of a crime of violence, if appeal filed before guilty plea or jury trial begins.

Interlocutory appeals by prosecution stay the criminal proceedings and toll the speedy trial statute (Section 99-17-1) pending resolution of the appeal.

Clarifies that county court has jurisdiction over criminal matters including those under the new interlocutory appeal provision in Section 99-35-103.

Effective July 1, 2020.
