Reenacts and amends Mississippi Code sections 77-1-1 through 77-1-49 creating the Public Service Commission, removing all references to regulation of common or contract carriers by motor vehicle.

Extends the repeal date of Public Service Commission authority from December 31, 2020 to December 31, 2024, and extends Section 77-1-55 authorization for commission and staff to hire attorneys and consultants from July 1, 2020 to July 1, 2024.

Repeals Section 77-1-17 authorizing employment of rate experts, Section 77-1-19 authorizing PSC personnel for motor carrier regulation, and Section 77-1-21 authorizing Department of Transportation enforcement officers for motor carrier regulation.

Amends Section 77-3-93 to allow utilities to incorporate renewable power purchase costs (solar, wind, biomass, storage) entered into after July 1, 2020 in their rate base, treating them like other wholesale power purchases.

Changes the deadline for the commission to provide audit reports to the Legislature from January 15 to March 15 annually under Section 77-3-42.
