Requires utility operators to report the status of marking underground facilities through the Positive Response Information System (PRIS) instead of using written, telephone, or electronic means.

Changes reporting requirement from "may report" to "shall report" through PRIS within two (2) working days of receiving excavation notice.

Mandates that operators notify excavators through PRIS when facilities have been marked or advise through PRIS if no facilities exist in the excavation area or if facilities can only be located by excavation.

Allows early commencement of excavation work if all identified facility owners respond through PRIS before the two (2) working day waiting period expires.

Takes effect July 1, 2020.
