Allows pupils whose parent is transferred or pending transfer to a military installation within Mississippi on active military duty to comply with school district residency requirements.

Requires parents to provide proof of residence in the school district within ten days after the published arrival date on official military documentation.

Permits parents to use temporary on-base billeting, purchased/leased homes, or federal/public-private off-base military housing as proof of residence.

Requires school districts to accept electronic applications for enrollment, specific schools, programs, and course registration for military-connected pupils.

Amends Section 37-15-29 to allow active duty military and civilian military personnel residing off-base to enroll children in schools of choice within their residence district or adjacent districts, subject to the 30-mile transportation limit.
