Increases the maximum annual gross sales threshold for cottage food operations exempt from food establishment permit fees from $20,000 to $35,000.

Authorizes cottage food operations to advertise products over the internet and through social media, while maintaining the prohibition on actual internet and mail order sales.

Requires cottage food product labels to include operation name and address, product name, ingredients, net weight/volume, allergen information, nutritional information (if nutritional claims are made), and a specific warning statement in at least 10-point type.

Allows the department to inspect cottage food operation premises only upon receipt of a complaint to determine compliance with applicable provisions.

Takes effect July 1, 2020.
