Creates the Mississippi Companion Animal Abuser Registry as a publicly accessible online list maintained by the Mississippi Criminal Information Center for persons convicted of animal abuse offenses involving dogs or cats on or after January 1, 2021.

Requires court clerks to submit conviction records, offender names, sex, and dates of birth to the Criminal Information Center within 60 days of judgment for all animal abuse convictions.

Registry must include offender photograph, full legal name, and identifying data, but excludes social security numbers, driver's license numbers, and other state or federal identification numbers.

First-time offenders remain listed for 10 years from conviction date and are removed if no subsequent animal abuse conviction occurs; repeat offenders are listed permanently on the registry.

Offenders' information is automatically removed from the registry if the conviction is expunged under state law, and the Criminal Information Center may promulgate administrative rules to implement the registry requirements.
