Amends Section 37-151-6 of the Mississippi Code to require the Legislature to fully fund the Mississippi Adequate Education Program (MAEP) beginning in fiscal year 2021.

Requires the Legislature to appropriate funds necessary to achieve full MAEP funding.

Establishes that the mandatory duty to fully fund MAEP cannot be voided by any law referencing incomplete MAEP funding in a particular year.

Specifies that the duty to fully fund MAEP cannot be voided, amended, or suspended by passing an appropriations bill that does not fulfill full MAEP funding.

Takes effect July 1, 2020.
