Amends Mississippi Code Section 3-5-1 to require express affirmative consent from the Legislature and Governor before the United States can acquire, sell, gift, grant, or transfer ownership of privately owned real property in Mississippi that would remove it from state, county, and municipal property tax rolls.

Excludes from this requirement any real property already in possession of a federal agency as of July 1, 2020, and maintains existing consent for federal acquisition of land for custom houses, post offices, and other public buildings.

Requires any authorizing joint resolution to include the legal description of the land, the purposes for which the state consents to its use, adoption by majority vote of both chambers of the Legislature, and the Governor's signature.

Takes effect July 1, 2020.
