Establishes expedited quiet title and foreclosure procedures for municipalities to acquire tax-forfeited properties within their limits for rehabilitation of abandoned, uninhabitable, or blighted property.

Requires municipalities to conduct good-faith efforts to identify interested parties through signage, deed examination, tax assessor records, voter registration, and Secretary of State searches before filing petition.

Requires notice to interested parties at least 15 days before hearing via certified and regular mail, property posting, and publication if necessary; hearing must occur within 30 days of petition filing.

Upon judgment, vests fee simple title absolutely in the municipality and extinguishes all liens, ownership interests, and redemption rights, except recorded easements, deed restrictions, and environmental law restrictions.

Allows appeal to Mississippi Supreme Court within 5 days; appellants must post a bond equal to redemption amount; appeals decided within 14 days without oral argument and affirmed unless notice violated due process or property identification is defective.
