Adds a 10-year lookback period for prior felony convictions when determining habitual offender sentencing enhancement.

Prior felony convictions cannot be considered if more than 10 years have elapsed between completion of the prior sentence and the date the current offense was committed.

Maintains existing requirement that habitual offenders with two or more prior felony convictions receive maximum sentence unless court provides written explanation for deviation.

Effective July 1, 2020.
