Amends Section 85-7-405 of Mississippi Code to revise jurisdiction over suits to enforce contractor, subcontractor, materialman, and design professional liens against property.

Allows payment actions for lien claims to be commenced in county, circuit, chancery, or justice court within 180 days of filing the lien claim.

Permits direct lien actions against property owners when the contracting party cannot be sued due to bankruptcy, death, or conditional payment terms, with judgment limited to the property value (in rem) and no personal liability to the owner.

Requires lien claimants to file claims within 90 days of last work performed and send copies to property owners within 2 business days by registered/certified mail or statutory overnight delivery.

Lien claims expire 180 days after filing if a payment action is not filed within that time period, and must include notice to the property owner of their right to contest the lien.
