Reduces the distance threshold for drug sale offenses near schools from 1,500 feet to 500 feet, and limits application to times when persons under 18 years of age are reasonably expected to be present.

Removes enhanced penalties for drug sales near schools, churches, parks, ballparks, gymnasiums, youth centers, and movie theaters that previously applied to locations 1,000 feet away from these facilities.

Adds exemption stating the school-proximity offense does not apply if the offense occurred inside a private residence with no persons under 18 years of age present.

Repeals Section 41-29-147, which provided enhanced penalties for second and subsequent drug offenses.

Effective date is July 1, 2020.
