Amends Section 99-19-81 of the Mississippi Code to revise habitual offender sentencing requirements for persons convicted of a felony with two prior felony or federal crime convictions.

Requires mandatory sentencing to the maximum term of imprisonment unless the court provides written explanation for deviation, with no eligibility for parole or probation.

Adds new subsection (2) establishing a 10-year lookback period: prior felony convictions cannot be counted if more than 10 years have elapsed between completion of the prior sentence and commission of the current offense.

Effective date: July 1, 2020.
