Establishes the State Public Defender as a recipient of court education and training funds alongside the University of Mississippi Law Center and the Attorney General.

Increases the civil case education and training cost from $2.00 to $3.00 in chancery, circuit, county, justice, and municipal courts.

Redirects 25% of collected court education costs to a new Public Defenders Education Fund, reducing the State Court Education Fund allocation from 75% to 50% and maintaining the State Prosecutor Education Fund at 25%.

Creates the Public Defenders Education Fund to support education, training, and technical assistance for public defenders in all Mississippi courts.

Effective date: July 1, 2020.
