Creates new Section 7-1-69 requiring the Governor to provide notice to the Statewide Automated Victim Information and Notification (SAVIN) system when issuing a reprieve or pardon, so registered victims receive notification.

Amends Section 99-45-1 to add gubernatorial pardons or reprieves as a triggering event for automatic victim notification via the victim's choice of telephone, letter, or email.

Amends Section 99-45-3 to establish that participation in SAVIN satisfies the Governor's, Department of Corrections', sheriff's, and prosecuting attorney's obligation to notify crime victims of gubernatorial pardons or reprieves.

Takes effect July 1, 2020.
