Amends Section 99-19-81 of the Mississippi Code to revise sentencing requirements for habitual offenders convicted of felonies with two or more prior felony convictions.

Adds requirement that prior convictions must have resulted in actual incarceration for separate terms of one year or more in state and/or federal penal institutions.

Mandates sentencing to the maximum term of imprisonment for the current felony, with no eligibility for parole or probation, unless the court provides written explanation for deviating from the maximum sentence.

Takes effect July 1, 2020.
