Creates the "Restoration of Voting Rights Act" allowing automatic restoration of voting rights for individuals disqualified under Mississippi Constitution Section 241 or related statutes upon completion of sentence, parole, probation, or supervision plus a two-year crime- and arrest-free period.

Restores voting rights by operation of law without requiring legislative action once eligibility conditions are met.

Requires individuals whose voting rights are restored to register with their county registrar to be added to pollbooks as qualified electors.

Amends Mississippi Code Section 23-15-11 to clarify that persons convicted of crimes with prescribed disenfranchisement are not disqualified as electors if they have completed sentence conditions and meet eligibility requirements under this act.

Effective July 1, 2020.
