Changes the short title of the Mississippi Street Gang Act to the "Mississippi Gang Act" and revises definitions of gang, gang member, and criminal gang activity.

Makes it unlawful for persons 18 years or older to conduct or participate in criminal gang activity, punishable by 3-15 years imprisonment or $10,000-$15,000 fine; offenders are ineligible for parole or early release.

Creates civil cause of action allowing public authorities and individuals injured by criminal gang activity to sue gangs and gang members for compensatory and punitive damages; establishes venue, service of process, and injunctive relief procedures.

Authorizes court-ordered closure or demolition of properties used by gangs for illegal activity after 30-day notice to owner; permits civil penalties up to $5,000 and damages for non-compliance.

Adds criminal gang activity as a crime of violence; prohibits threats against law enforcement officers or judges; expands state grand jury authority and membership to 25 persons.
