Amends Section 47-7-4 to revise conditional medical release authority for the Mississippi Department of Corrections Commissioner and medical director.

Removes the blanket exclusion that previously prohibited sex offenders from conditional medical release eligibility.

Expands conditional medical release eligibility for nonviolent offenders by allowing placement based on "long-term debilitating medical condition" in addition to the existing "bedridden" criterion, without requiring minimum time served.

Changes the certification standard from "significant permanent physical condition with no possibility of recovery" to "long-term debilitating medical condition."

Requires supervised conditional medical release through the Division of Community Corrections for the remainder of sentence, with possible placement in the Intensive Supervision Program; offenders no longer meeting medical criteria must be returned to actual custody.
