Amends Section 47-7-3 of the Mississippi Code to clarify offenses that render offenders convicted between 1995 and 2014 ineligible for parole.

Removes certain violent crime categories from the definition of "nonviolent crime" for parole eligibility purposes, including felonious abuse of vulnerable adults and felonies with enhanced penalties for controlled substance possession.

Specifies that offenders convicted of crimes under Sections 97-5-33 and 97-5-39 are ineligible for parole under the 1995-2014 conviction window.

Clarifies that paragraph (f) regarding parole restrictions for convictions after June 30, 1995, does not apply to persons convicted on or after July 1, 2014.

Takes effect upon passage.
