Expands offender eligibility for trusty-time allowance and earned-time allowance programs by removing sentence length and crime nature as blanket disqualifiers, effective July 1, 2020.

Maintains ineligibility for life-sentenced offenders, habitual offenders, sex crime offenders, and those convicted of trafficking in controlled substances under Section 41-29-139.

Allows offenders sentenced to life imprisonment for crimes other than capital murder to petition for conditional release at age 65 after serving at least 15 years.

Permits offenders under multiple consecutive sentences to receive commutation based on total sentence length.

Preserves 50% minimum service requirement for crimes of violence and 25% for other offenses imposed after July 1, 2014.
