State Department of Education shall develop and implement a statewide mobile panic button program for all K-12 public schools within 120 days of the act's effective date.

Department must secure a statewide contract with a technology provider and use existing state contracts when available through the Department of Information Technology.

State assumes all costs of implementing the panic button system technology in all K-12 public schools using funds appropriated by the Legislature.

System must be a mobile app with optional 911 integration, capable of placing voice calls, sending SMS/email/push notifications, and automatically presenting school floor plans and building information to 911 call takers.

Technology vendor must be Department of Homeland Security Safety Act certified, have deployed the system statewide to at least 1,000 public schools, and have demonstrated success in Mississippi school districts.
