Requires that by the 2021-2022 school year, the minimum teacher salary scale must equal at minimum the southeastern regional average salary for certified teachers.

Increases minimum annual salary for teacher assistants to $15,300.00 for the 2020-2021 school year, and requires it to equal at minimum the southeastern regional average salary for assistant teachers beginning in 2021-2022.

Establishes that the state minimum salary schedule must be based on the salary schedule index in effect as of July 1, 2020, with subsequent adjustments tied to southeastern averages.

Takes effect July 1, 2020.
