Reconstitutes the Winona-Montgomery Consolidated School District Board of Trustees membership effective January 1, 2021, replacing the existing board structure with trustees elected from Montgomery County Supervisors Districts.

Establishes a special election on the first Tuesday after the first Monday in November 2020 to elect five board members from the five Supervisors Districts, with staggered terms of one to five years.

Requires all board members to reside in the supervisors district they represent and take office the first Monday of January following their election, with subsequent elections held as vacancies occur for five-year terms.

Allows current school board members from the former school districts to be eligible for appointment or election to the new Board of Trustees.

Takes effect July 1, 2020.
