Extends the repeal date of Section 37-17-13(4), Mississippi Code of 1972, from July 1, 2020 to July 1, 2023.

Allows the State Board of Education to appoint a new five-member board to administer a failing school district as an alternative to reconstituting the district under local control.

Appointed board members must be residents of the school district and may serve in an advisory capacity to the interim superintendent during their first year, then assume full administrative responsibility thereafter.

Establishes staggered term lengths for appointed board members (1, 2, 3, 4, and 5-year terms) determined by lot, allowing phased transition back to locally elected or appointed boards.

Applies to school districts that have maintained a "C" accountability rating for five consecutive years or have been determined eligible for early return to local control by the State Board of Education.
