Authorizes the Mississippi Department of Public Safety to issue six-month provisional driver's licenses to persons released from incarceration after serving a minimum of one year whose licenses are suspended, revoked, or cancelled.

Restricts provisional license use to travel directly to and from residence, employment, school, probation/parole meetings, authorized locations, and religious worship.

Excludes applicants imprisoned for vehicular homicide or a third or subsequent DUI/drug-impaired driving offense, and those with suspensions under the Driver License Compact.

Requires the Mississippi Department of Corrections to identify eligible applicants within 180 days of release or within six months if on probation or parole, with no fees charged for the provisional license.

Increases discharge payments for incarcerated persons upon release and requires discharge plans to include assistance obtaining provisional or regular driver's licenses or state identification cards.
