Creates Section 45-1-103 to require former employers of honorably retired or separated law enforcement officers with at least 10 years of service to issue credentials allowing concealed carry of weapons anywhere in the United States, subject to federal law restrictions.

Amends Section 97-37-7 to allow honorably retired law enforcement officers meeting federal standards under Section 45-1-103 to obtain instructor-certified permits for carrying weapons in courthouses (except courtrooms during judicial proceedings) and other specified locations.

Maintains existing exemption from renewal fees for honorably retired law enforcement officers renewing concealed carry permits.

Becomes effective July 1, 2020.
