Imposes $250/day penalty for failure to provide legally required heat and hot water, with additional $1,000 plus $25/day penalty if a device is intentionally installed to prevent the system from meeting the minimum 120-degree hot water requirement between 6 a.m. and midnight.

Requires landlords to submit to annual property inspections conducted by designated officials.

Allows tenants to seek civil or criminal contempt proceedings against landlords who fail to cure violations, with potential fines or imprisonment imposed by the court.

Creates misdemeanor penalties of $10-$1,000 fine or up to one year imprisonment for willfully or recklessly violating provisions, failing to comply with agency orders, or making false statements in required documents.

Establishes civil penalties of $50-$250 for false certification of violation corrections.

Takes effect July 1, 2020.
