Creates a Festival Wine Permit allowing wine manufacturers and native wine producers to transport and sell sealed bottles at festivals (defined as events with 3+ vendors) for two consecutive days during legal on-premises hours, with a $10.00 privilege license tax.

Permits Festival Wine Permit holders to provide free samples and exempts them from purchasing through the Department of Revenue's liquor distribution warehouse, though they must pay applicable taxes, fees, and surcharges.

Allows native wine retailers to add up to 20% foreign alcoholic beverages to native wines when selling for on-premises consumption, matching hours authorized for on-premises retailers in their county or city.

Removes prior written approval requirement for package retailers to offer free tastings and allows third-party servers (in addition to employees) to serve samples, open, pour, and present products at tastings.

Authorizes the Department of Revenue to allow retailers to pick up native wines at wineries for on-site delivery instead of shipping from the department warehouse, and adds honey as an approved ingredient for native wine production.

All Festival Wine Permit provisions sunset July 1, 2023.
