Removes prohibitions against brewpubs selling beer and light wine for off-premises consumption and packaging beer and light wine to be carried away from their premises.

Allows brewpubs to sell packaged beer and light wine (including in growlers) without restriction, while maintaining the 75,000-gallon annual production limit per calendar year.

Updates the definition of "brewpub" in Section 27-71-301 to permit off-premises sales and consumption, removing language that previously restricted sales to on-premises only.

Eliminates penalty provisions that previously imposed fines up to $5,000 and permit suspensions for violations of off-premises sales restrictions at brewpubs.

Takes effect July 1, 2020.
