Amends Mississippi Code Section 43-19-103 to add the income of the custodial spouse (obligee) as a criterion that judges or administrative bodies may consider when overcoming the rebuttable presumption regarding child support awards.

Allows courts to deviate from child support guidelines if they make written findings that application would be unjust or inappropriate, with the obligee's income now explicitly listed as one of the factors to consider.

Maintains existing criteria for deviation including extraordinary medical or educational expenses, child's independent income, seasonal income variations, shared parental arrangement, and available assets.

Effective date: July 1, 2020.
