Establishes the Mississippi Office of Workforce Development, housed at the Department of Finance and Administration, with an executive director selected by an executive committee of the State Workforce Investment Board.

Restructures the Mississippi State Workforce Investment Board from 41 to 31 voting members, including business representatives, workforce representatives, and government officials, with the board serving as an advisory body to the office.

Requires all state agencies, departments, and institutions to report workforce training funds and expenditures to the State Workforce Investment Board, which must compile and submit annual reports to legislative committee chairs by October 1 each year.

Grants the Office of Workforce Development oversight authority over the Mississippi Workforce Enhancement Training Fund and Mississippi Works Fund in collaboration with the Mississippi Community College Board.

Establishes an executive committee comprised of the board chair, business representatives, and legislative members to manage the office and select the executive director, who must have a bachelor's degree and at least 8 years of workforce or economic development experience.
