Changes the State Department of Education's authority from discretionary ("may") to mandatory ("shall") to develop a central reporting system for data required by federal law to be reported to the U.S. Department of Education Office for Civil Rights.

Requires all school districts and charter schools to report required data to the State Department of Education no later than July 1 of each year.

Mandates that both the State Department of Education and each school district or charter school publish this information in a searchable and publicly accessible format on their respective websites.

Removes previous provisions limiting data sharing to confidential school-to-school requests and makes the civil rights data publicly available.

Takes effect July 1, 2020.
