Classifies all Department of Transportation employees as nonstate service during the one-year exemption period, allowing flexibility in hiring and employment decisions.

Requires employees hired by the department during the exemption period to still meet State Personnel Board criteria for employment.

Mandates the Executive Director of the Mississippi Department of Transportation consult with the Office of the Attorney General before taking personnel actions to ensure compliance with applicable state and federal law.

Requires exempted agencies to file annual reports with legislative leadership detailing salary increases, employee dismissals, and new hires with starting salaries.
