Authorizes issuance of distinctive boat trailer and utility trailer license tags (gross weight 10,000 pounds or less) to Mississippi residents who support the National Rifle Association, effective July 1, 2020.

Requires an additional $30.00 annual fee per distinctive tag, with $2.00 retained by county tax collectors for county general funds and remaining $28.00 distributed to the state.

Distributes NRA tag fees as follows: $24.00 to NRA Foundation State Fund for hunter education and firearms safety, $1.00 to Mississippi Burn Care Fund, $2.00 to State Highway Fund, and $1.00 to special fund under Section 27-19-44.2.

Authorizes issuance of separate distinctive tags identifying supporters of Mississippi State Parks with the same $30.00 additional annual fee, with $20.00 distributed to Mississippi Park Fund, $1.00 to Burn Care Fund, $6.00 to State Highway Fund, and $1.00 to special fund.

Establishes $10.00 replacement fee for lost or stolen distinctive tags, with 5% retained by tax collectors and remainder distributed according to the same allocation formula as original tags.
