Establishes a regulatory reduction pilot program for the Mississippi Commission on Environmental Quality requiring it to reduce total regulatory requirements by 15% by December 31, 2023 (5% by end of 2021, additional 5% by end of 2022, and final 5% by end of 2023).

Requires the pilot agency to conduct a comprehensive review of all existing rules and regulations within 240 days, including public hearings and a 60-day comment period, and submit a report to the Secretary of State within 270 days identifying the number of regulations and whether each is mandated by law, necessary for federal delegation, or essential for environmental or public health protection.

Prohibits the pilot agency from adopting any new rule unless it simultaneously initiates repeal of at least two existing rules, with exemptions for regulations mandated by federal or state law or court order.

Requires the Secretary of State to report annually to the Speaker of the House and Lieutenant Governor by February 1, 2021, 2022, and 2023 on the pilot program's progress.

Directs the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to review the regulatory reduction efforts and report findings on whether goals are achievable and recommend policies for success.
