Amends Mississippi Gaming Control Act to define "digital platform" as operation of sports pools or race books over internet, websites, and mobile devices on behalf of licensed gaming operators.

Authorizes licensed gaming operators to accept sports pool wagers through approved digital platforms, including wagers initiated and received electronically within Mississippi, removing requirement that wagers be placed only by persons physically present at licensed establishments.

Establishes "operator" as an entity licensed as manufacturer and distributor authorized to operate digital platforms, and requires operators to be licensed under gaming control provisions.

Permits gaming licensees and operators to establish sports pool wagering accounts that can be funded electronically through digital platforms for deposits, withdrawals, and account management.

Removes prohibition on fantasy contest operators offering contests based on collegiate sports events, allowing fantasy contests for professional and collegiate sporting events.
