Expands the Mississippi Qualified Health Center Grant Program to include physician grants for recruiting and retaining primary care physicians in medically underserved areas, in addition to existing care grants for uninsured and medically indigent patients.

Defines "primary care physician" as a Mississippi-licensed doctor of medicine or osteopathy practicing in Family Medicine, Obstetrics and Gynecology, Pediatrics, Internal Medicine-Pediatrics, or General Internal Medicine.

Limits physician grants to one per qualified health center per fiscal year, requiring recruited physicians to work full-time for at least three consecutive years and providing a one-time salary supplement within the first 120 days of employment.

Maintains $4,000,000 annually in care grants with a $200,000 maximum per center per calendar year, while physician grant amounts are determined by separate appropriation, with physician grants issued until July 1, 2022.

Requires qualified health centers receiving physician grants to submit annual reports to the department detailing patient numbers and services provided, with the department reporting to legislative leadership and the Lieutenant Governor by January 15 each year.
