• Establishes MDITS as the state agency responsible for coordinating information technology acquisition, telecommunications systems, and related services across all state agencies to minimize duplication and reduce costs.

• Creates governance structure including a 5-member board appointed by the Governor with Senate consent, an executive director, and various advisory committees for overseeing IT and telecommunications procurement and policy.

• Authorizes MDITS to develop IT standards, conduct competitive procurement, manage the State Data Center, establish fees for services, and maintain information security through Information Confidentiality Officers.

• Establishes the Wireless Communication Commission to plan and manage statewide wireless communications systems for law enforcement and public safety personnel, with funding from a dedicated Integrated Public Safety Communications Fund.
