Transfer driver services, state identification, and firearm permitting responsibilities from the Mississippi Department of Public Safety to the Office of the Secretary of State, effective July 1, 2020, including authority to promulgate rules and enter into vendor contracts.

Digital identification issued by the Secretary of State is recognized as valid identification for all purposes in Mississippi, and individuals with valid digital identification are not required to carry physical identification cards.

Employees transferred from the Department of Public Safety to the Secretary of State are exempt from State Personnel Board rules and regulations through July 1, 2022, allowing flexible personnel management during the transition.

Amend multiple code sections throughout Mississippi law to replace references to "Commissioner of Public Safety" and "Department of Public Safety" with "Secretary of State" for driver licensing, commercial driver licenses, firearm permitting, sex offender registration, and related functions.

Authorize the Secretary of State to establish a Memorandum of Understanding with county registrars to issue Mississippi Voter Identification Cards and to coordinate with the Department of Public Safety on various administrative functions including driver record access and sex offender registration.
